Every attorney licensed to practice law in Texas is a member of the State Bar, making it the fifth largest organization
of lawyers in the United States. Among its responsibilities, the State Bar aids the courts in improving the
administration of justice, advances the quality of legal services to the public, fosters the role of the legal
profession in serving the public, and provides professional services to State Bar members.
Licensed by the Supreme Court of Texas, each Texas lawyer is an officer of the court and bears responsibility for
keeping the public faith. Concern for maintaining the highest ethical standards led attorneys to found the Texas Bar
Association (a voluntary membership organization) in 1882. The same concern led the bar to propose legislation that
would make membership in the bar mandatory. That legislation, passed by the Texas Legislature in 1939, created the
State Bar of Texas and provided for further controls over standards of legal practice.

NORML is a nonprofit, public-interest lobby organization. NORML supports the removal of all criminal penalties for the
private possession and responsible use of marijuana by adults, including the cultivation for personal use, and the
casual nonprofit transfers of small amounts. This model, similar to that recommended to Congress by President Nixon's
esteemed Shafer Commission in 1972, is called "decriminalization." NORML additionally supports the development of a
legally controlled market for marijuana, where consumers could purchase it from a safe, legal and regulated source.
This model is referred to as "legalization." NORML strongly supports the right of patients to use marijuana as a
medicine when their physician recommends it to relieve pain and suffering.
